I am 65 years old and have decent leg muscles so I had no problem with the paddle boats. You MIGHT be able to get all five people in the boat with the child in a personal carrier, but all will have to have life preserverrs. The company is very strict about that. The problem is that everyone adult is paddling and there is no place just to "sit' in the boat so you may need two boats. Check with the company - it's one company that runs the boats.
I'm traveling to Washington D.C. for the Cherry Blossom Festival in 2018, but I am traveling alone. Will I be able to rent and enjoy the paddle boats without having a second person, or would I have to hope to find a random person traveling alone as well to rent a boat?

You will be able to rent by yourself. Be aware this is probably the busiest time of the year for the paddle boats and I would assume there will be lines.
